Self adhesive cable guide??

Is this what's left of a self advesive cable guide or rubbing pad?? It is on a '86 Le Tour....I can make something, but maybe there is a repopped part? Or maybe someone has a pic i could go by?? Thanks!!!

Doesn't make sense to me. Don't know what is going on there with the missing paint

The cable looks like it just rubbed directly against the bottom bracket which means no pads would be beneath it

Looks as if someone stuck a label over the BB. The cable guides are simply grooves in the BB.

here's a closer pic....it was fairly thick and chipped/broke off like dried plastic....as you can see the cables actually cut through whatever it was....i have to think that there was something there to keep the cables of the bb.......i dunno...
