Fixed cup always on non-drive side?

Fixed cup always on non-drive side?
When removing my bottom bracket, I noticed the fixed cup was on the drive side. I thought it was always on the other side? Does it matter?
Also, the C-Record axel says S/P on it. Does that mean it's for both road and fixed gear bikes?

Ah, right, the adjustable cup needs to be opposite the crank to be able to adjust it! Makes sense (Italian threaded Cinelli)!

except (there's always an exception, huh?) there is a Shimano sealed BB unit (maybe it's an "S" or "E" model, something other than "UN") that is intentionally backwards. I have no idea why, but I've seen a few low-priced Treks that had this BB as stock and they were threaded oppositely so it required you find a matching BB or install a standard one backwards. Someday somebody will explain this "feature".
