Old Headbadge

Can anyone identify this headbadge on an old single speed roadster in Ireland. Ireland had its own Raleigh factory from 1939 to 1976 which apparently produced many mainstream models, and maybe a few uniquely Irish ones. This bike has a Humber rear mudguard, a Raleigh half chainguard and Hercules stamped on the top of the handlebars. But what is the headbadge? Thanks

A few good pics of the rest of the bike would make it easier to tell if it's Raleigh made in the first place.

On the head badge, I can read:

REGISTERED (top of the circle)

IRISH (bottom of the circle)

TRADE MARK (below the circle).

Right through the middle of the circle, I'm not so confident.

Is there a pattern on the chainring?...the fork crown doesn't look Raleigh.A 30's bike with those angles?
