Rust remedies

Picked up a Marinoni Special the other day that I will be rebuilding shortly, however it has a little rust around the brake cable braze-ons, and underneath the top tube.

Any opinions on how to take care of this stuff without affecting much more of the paint?

OA can probably handle the braze on, but the rust under the paint will probably require paint removal, and careful touchup. In my experience, for OA to work, the rust needs to be exposed. I usually use a dremel to carefully remove as little of the paint as possible, exposing the rust underneath. I then treat the rust with one of the commerical rust converter products, then touch up the paint. Your areas are large enough that you might to find a professional painter to do your touch up. Discoloration in that area almost looks like someone touched it up in the past, but did not treat the rust (big mistake).
