Question regarding Bianchi Axis?

I got this frame recently as I have wanted a lugged steel cx for a while. It has a few holes in the frame that Im not familar with. One on the dt near the "B" in Bianchi and an extra one near the seat tube where the bottle mounts are. If anyone knows what actually goes in them please let me know.
