2ed breaks

What are those 2ed pair of breaks called? on a road bike? You have the drop bar breaks and then some bikes has a 2ed par on the top? how do you install those?

Are you referring to second set of brake levers? Turkey wings. Safety levers. Extension levers. Suicide levers.
