I was always taught to grease the heck out of the seatpost and stem to keep water coming from above and keep them from seizing.
I'd certainly use a sleeve if bb has cutouts, otherwise, not sure its mandatory.

I didn't start using the sleeves until recently, after buying some cheap. I don't know how much good they do, but they certainly can't hurt. I've never owned a bike that had cutouts, or even a drain hole.
