identify this fancy-lugged frame
 
I have an opportunity to buy this frame pretty cheap. I know I have seen those lugs before, but can't place them. Can anyone help me out?

Fancy lugs + stamped drops with eyelets makes me think English, but that's all I've got.

Could be Japanese i.e. Nishiki or something similar.

Yeah, those look like fake nervex lugs. I agree that it's probably Japanese.

Definitely could be a Nishiki, are there holes for a headbadge?

I haven't seen it in person, just pics from online. Being japanese I'm guessing it's nothing that's going to sell quickly in this market. If I can I'll ask for a serial number and about the headbadge holes.

A more important question is what sort of tubing the frame is. How much does it weigh? What size seat post does it take? That'll give you an idea if it's low-end gas-pipe or nice chrome-moly. Some very nice old (1950's) frames combined stamped dropouts with high-quality tubing, although by the 70's stamped usually meant gas-pipe. If these guys are saying it's Japanese, it's probably from the 70's and a lower-end frame. But no braze-on's, maybe it would make a fixie or something.

I think that's a bit overstated. The two 80's bikes I have with stamped dropouts have Cro-Mo and HLE tubing.
