It is according to where you are at at the time. I got a $50 Prelude, and a $90 Centurion, I wouldn't turn the prelude loose for $300, and I wouldn't turn the centurion loose for $500.

I know long cages and triple chainrings are on tourers, but how can you tell a bike is a sport tourer oppose to say like a Raleight Professional or Centurion Ironman?

Key visual "giveaways": Eyelets on the dropouts, slightly longer chainstays (a pure racing bike will have virtually no clearance between the rear tire and the seat tube, whereas a less-racy design will yield a bit more space there). There are other, subtler cues, as well, but those are the easiest to spot.
