Picked up this fork the other day.
Campagnolo dropouts and 27" wheels seem to fit best.

Looks nice! Wagner crown with continental oval blades includes a wide range of possibilities, though.

Second thought: Based on the wild paint and slight points on the blade ends, I'm going to guess "Swiss"...perhaps a Mondia or Allegro.

I'm guessing this fork was a "test fork" for a local painter/framebuilder. It has multiple layers of paint and "experimental" finishes.
