Questions on a 1910 race bike

Hi,
I came across this photograph recently and am curious as to whether anyone may know anything about it's history. I've assumed that zero-offset forks would have disappeared by 1910, and cannot imagine what one may have been used for. I don't have any information but the photograph. Thanks in advance.

Probably first know vintage example of a nice road bike getting DREWED by a proto-hipster/fixie rider in order to emphesize fashion over function!
