It has a "handmade in England" decal on the tube. The British spelling of aluminum leads me to believe that it may have been sold in England only. The guy I got it from was also British. I may contact him for some more details.

It reminds me of a top of the line model for a box store (i.e. upper, entry level, Shimano shift system paired with lesser brand brakes and cranksets). Rigid fork suggests a slightly older moldel but still probably this century.

I concur with T-Mar. Such a bike as equipped was sold for $250-300 range new. EU regs on product of origin is much more lax than the 'States. As long as you complete the last step of manufacture (ie. paint), you can claim it's made in the country it was painted.
