From the cars I think this is late '50s - early '60s? Look close at the bikes... engine, fuel tank, they do have pedals though. I wonder if the small wheels are just for "packaging" to leave space for the engine and tank, or for maximum height adjustability, or if those fold?

I think it's mostly the sun angle. Wheel doesn't look turned enough for head tube angle to be causing that.

Oh they did house calls on those mopeds? Interesting, and impressive health care system. Quite the bargain mode of fast, efficient transport for them in an urban environment, I never knew of the Wisp.

Not sure but would assume so, back in the 50's, 60's they mostly did house calls held clinics and worked in hospitals as well.

Lots of English 3 speeds deployed along the way.

In both photos, the front wheel looks truly off-center in the fork. Might be an optical illusion. Also might be beside the point.
