Judging from the top headset height, that looks to be a 406 or 451 wheel, and the stem shifters would almost seem Mercier Nano, however they were mounted on a tall head tube. But that appears to be an interesting bike. Head tube looks lugged. I could see going with brifters with no shifter cables, they probably have comfy hood design and are more available now than 90's type aero levers. OH, is that a Dahon emblem on the seat tube? Might be a folder, bonus points for 2X on a folder!

Can anyone name the bike brand? Head tube logo looks partly taped over but doesn't look like Dahon, unlike lower seat tube logo which looks close but not exactly.

Here's another shot from a group of them, none with a better look at the bike but you're right about the wheel size. Hard to tell from any of those pix but it appears that the stem (SR Swan?) expander wedge is visible. Unsafe.

And there are two different brifters on it, one older style and one newer. I hope that's a borrowed bike and not his own.

Thanks. Yikes, if expander visible. But now seeing the wheels, I don't think those are 20" at all. Doesn't even look 24" by my eye, but 700c, but in a small frame size. He's not that tall but looking online, about 5'8", but seat is not at max for his height. Weird. Maybe it's 24". The pic is playing tricks with my eye, a bit distorted or compressed due to a long lens. Looks 24", except the chainstay inclination seems pretty normal 700c.

Mirrored image; Left crank, jacket flaps reversed, right brake cable going to front, however mirror appears on the correct side for viewing cars coming from behind.
