I can't tell from the photo if the front lever has dual cables and did not see further reference to it, but if it did on an otherwise conventional brake lever it was probably a tandem brake lever with two wires actuated by a single lever. I've had a Mafac and here's a Modolo.

I just learned of indexed downtube shifters last year and I'm still fascinated by the concept. The Raleigh Triathlon is not a model I'm familiar with, but it's got a lot of nice features.
