It was not designed by Cinelli. The fastback seat stay can be seen on Italian bikes in the 20s and 30s. Umberto Dei used it in the 30s.

Is this what Gary Fountain meant by "fastback seat stays" and was it a Cinelli creation as debakl stated?

FWIW, I have read on the internet that Cinelli started using the fast back stay in 1948. He believed the design created a stiffer frame. As an ex-racer, he probably wanted to promote the function more than the style of the treatment. The Italians generally had a very reserved style compared to the English and French builders. It wasn't until the 60s when they started getting "flashy" with pantographing but their lug work stayed relatively "plain".
