Nuovo Record RD issues

I am rebuilding a bike that has all Nuovo Record shifters derailleurs. The Rd stems to flop around a bit front and back. Is there supposed to be a spring in with the bolt that holds the Rd to the frame, or will this slack cure itself when I get a chain on it.
