Damn Shame (De Rosa Content)

I've been talking to a gentleman who has a 1983 De Rosa SL in his garage with pantographed Campagnolo Super Record.

I was very excited to work out a deal with him.....until i saw pictures

Bikes: 72 Cilo Pacer, 72 Gitane GT, 72 Peugeot PX10, 73 Speedwell Ti,l, 75 Peugeot PR-10L, 80 Colnago Super, 81 Zinn, 85 ALAN Cross, 85 De Rosa Pro, 86 Look 753, 86 Look KG86, 89 Parkpre Team, 90 Parkpre Team MTB, 90 Merlin

Judging by the remnant paint, it appears to have had a painted fork crown to start (or maybe just the top of the crown chromed?). I wonder what caused that localized corrosion. If the price is right & the rest of the bike is in good shape, I would just sand & repaint just the fork crown red to match. Call it a bargaining leverage.
