3T MoTus Stem.... problem???

Hi, I have a 3T Motus Stem... it's the one in this auction:

https://www.ebay.com/itm/3T-100-mm-qu...item337c3fe7f0

I am using it with a properly matched 26.0mm bar and it seems to seat nicely in the clamp...

Here's my question... there is both a rubber clamp wedge and a metal clamp wedge provided... (seems to be the same for all the other ones on ebay as well so I think that is what 3T originally provided.... I don't think that I am missing anything...)

When I clamp down the bar into the stem both the rubber and metal wedge are very loose... i.e. the rubber wedge did not get compressed at all and the metal wedge juggles around in there... so if I shake the bike up and down it bounces around and makes a little metal clinging noise...

I assumed that they were supposed to be tight in there.. I assume the metal one would be just snug and the rubber one would slightly compress... but they are both loose enough to jiggle around in place...

Any ideas?? does anybody else have this stem ???

thanks!

Just for reference, I also have this stem that I was debating using instead...
