Identify the bike brand/model!

Someone from Germany posted this in an Amazon review for the Continental Top Touring tire:

So, what's the brand/model (looks like a "vintage"/old bike with a step-thru/girls frame)? The word letters (manuf. name??) on the far left APPEAR to contain "??ONSUL". And the logo/insignia APPEARS to be two capital letter C's, with the first "C" mirror-backward.
Very much looks like a vintage Triumph.

Thx!

It may or my not be the brand name. Some manufacturers applied the model name to the down tube.

I doubt it is anything much fancier than a gaspipe 3spd commuter.

Okay ... the owner, from Germany got back with me ... it's a 'CONSUL' claimed to be 20-30yrs old and of 'typical, cheap mail-order' type.
