Help identifying this frame?

Help identifying this frame?
I bought this bike trashed out and decided to repaint it. There was no evidence of a head badge and I have no idea what frame it is. A fellow cyclist thinks it might be a Lotus because of the lugs. I was wondering if any of you could identify. I have several frames of a R 531 vintage and this seems to be a little lighter steel. Thanks a million.

Actually, it looks like a late 1970s Centurion Semi-Pro with some added braze-ons. However that's probably a premature assessment and the following information would help:
Serial number?
Bottom bracket threading?
Dropout brand?
Seat post size?
Markings on steerer tube?
Presence of ribs inside the steerer tube? How many? Straight or helical?

Windsor also did a lot of chrome lugs- looks like a repaint maybe?
with the back derailleur, it may indeed be japanese. They called the Windsor pro the "mexican cinelli".
the long straight lugs are generally early '70's, but thats a real generality and lots of exceptions probably.
