Happened to me too in my short lived flea-bay career. Nothing much you can do to force him to sell it to you. Ebay might gain from this but you only get your refund. Not worth wasting the time.
In a real auction this will not be able to happen without someone disgraced. By all means, if he re-lists it tomorrow leave a feedback.

A seller recently did this to me. Dear Mr so and so, Gee I lost the item. So sorry but I cancelled the sale. To make matters worse, I had to prod the seller with an Ebay "dispute" to finally get my money refunded. Very tacky. I left a "neutral" since I hate leaving negatives.

Sometimes what sellers will do is claim the item broke or had been lost, presumably as a way of avoiding letting you actually have it for a bid they considered unacceptably low. Ultimately you can complain to ebay (who probably won't do a whole lot), you may be able to leave negative feedback to warn others, but it seems to me you might as well put it down to experience.

Eh, in my case, I ended up swooping in at the end of an auction to pick up a set of centaur brakes instead. Wasn't quite $1, and is probably the same thing but with a different decal but wasn't awful either, so I guess I'll take it and move on.

Ha, I was watching that auction and was going to snipe it for $25. The last thing for my Veloce group was the brake set. When I saw that it had ended in the afternoon I thought you got a heck of a deal and that I just missed the ending time. I figured the seller messed up by having the auction end in the middle of the afternoon on a workday.

Well, sounds like I wouldn't have gotten them either way as I had a snipe set in as well, but only at like $6 in case someone else wanted a super cheap deal. The dude responded to my message and cancelled the transaction, so it's all done now.
