Converting brake mounting

I have some Campagnolo Record brakes with butted mount hardware and a drop bolt. I have a recessed mounting frame and fork. Will changing the bolts solve this?

Yes. Shorter bolts. The ones meant for recessed nuts. But your drop bolt may become inoperable/redundant.
