Rust treatment

I've got some (surface?) rust issues on the top tube and few other little places on my 83 Trek 500. I do not want to repaint, but just wanted to know how to go about keeping this rust contained? I don't mind putting rust inhibitor solutions to keep it from spreading. Thanks for any suggestions.

Sand to bare metal, treat inside with rust inhibitor, and touch up the paint.

Some Canadian guy once said 'Rust never sleeps'.
