Wheel spacers

I'm not sure what to call them. Where can I get a pair of these or something else that serves the same purpose? They're often, but not always seen on French bikes. The mountain bike I'm working had them, but I guess I used them on something else. It has a chain stay brake, so the wheel must be located precisely after removal so the pads will contact the right place. I'm giving the bike away to a lady at work and I want to make it easy for her. I could swear that I saw new ones somewhere online.

And they were not always used on the left side only. I don't know why so many people insist that they were.

Bikes: 87 Bridgestone 550 (Shocking Electric Metallic Pink)

I think they used to be used regularly with CLAW type derailleurs, which kind of set the right side, they the spacer do-hickie set the left.
