Guess this tool!

Found this in a box of assorted bicycle parts at Trexlertown a couple of weeks ago. Neither the seller or myself know what it was used for or even if it’s bicycle related. Box had among other miscellany a cottered crank set. Any guesses?

I've come back to this a few times and thought about it. I don't think it is a bike tool. But it would be a brooks rivet puller.

Well my guess is it a saddle stecher designed for horse saddles that could be used for leather brooks styles bike saddles.
