I just checked my '72 International frame, it has the same stamping. Looks like "11" to me, not TT. I'd guess those marks were on the shell before they brazed the frame, maybe those shells were in the #11 bin or something when they grabbed certain tubes to build a frame. That's a pretty lame guess, actually, but it's the best I got.
