Hopefully you meant seat tube, as the down tube would have little effect on the seatpost

My thoughts exactly. Thirty seconds or so dipping the post in it followed by a few sharp whacks to release it should get it going enough to make penetrating oil finish the job.

Try to save both, but whatever you do, try not to hurt the frame. Definitely do that ammonia thing.
