I'm not sure why the standard is to mount the brake calipers behind the seat stay. Access? There used to be a problem on hard braking that one would pull the brake pads between the seat stays, and essentially lock the brakes. I haven't heard of that problem for quite some time, but with the direction of rotation of the tires, it would make most sense to put the brakes in front of the forks, as well as in front of the seat stays.

Also for cargo bikes, it would get them out of the way.

my forks are not standars clifford.... bear this in mind I think they would have been the same as the bike I posted with rear mount

Here is another that shows similarities with the cable routing and the BB sleeves. another Colnago timetrial If you blow the image up it looks like it has the same sleeve in the bottom bracket both seat tube and down tube. Here it is again This one you can see the unusual Colnago in the fork crown

Another time trial with some similarities

Maybe that smaller seat tube was a thing with the time trial bikes before they began to curve around the rear wheel.
