I took a group of Boy Scouts on a ride a week ago and I bought a dozen $2 bells for the group. I think the fact that everyone got a bell, like it or not, helped the acceptance level. The poor campers at our campground were not thrilled for about an hour before we departed.
Arriving at the MUP (rail-trail in Hudson Valley, NY), I had them all ring the crap out of the bells just to get it out of their system. Then I directed them to ring ONCE at a good distance to see what the pedestrian reaction would be and only ring again if no space is given.
During the ride, one of the younger kids rode right up behind a couple and began ringing away to get them to move (scatter?). I corrected him vigorously as much for his sake as for the couple's; they not only heard that cyclists can and will police their own, they also got a quickie review of the correct procedures too (just in case they were ignorant).
With any luck many of those bells will endure on those bikes and the scouts will grow to be responsible MUP users on wheel and/or foot.

Sounds like the big "ding-dong" bell that came on my Gazelle, I learned to use it way ahead of time, around 100' back, its loud enough to make folks really jump if too close, and even people wearing headphones usually hear it 20'-30' back.
I have various bells on all my bikes and receive gratitude for using them, but its the only one that gets regular compliments for its sound quality.

I ring generously whether or not I see pedestrians or other cyclists. I ring when I see a bend up ahead. I ring before I enter tunnels. I ring before I exit them too.
When people respond, I thank them as I pass. When they don't respond, I keep ringing until they do and sometimes that means I'm right beside them when I'm still ringing. If I do yell, I say "Excuse me" but reading all the possibilities of misinterpretation, I think I'll change that to "Hello."
