I go to the autoparts store and get the3M strips that are half white and half red (same stuff you see on semi's and working trailers). Its some of the best stuff you can buy.

And, I also tend to get tape that matches the colors of my bike so it is virtually invisible in the day time.

Just don't get the black reflective tape. I got some - it has lower reflectivity than a typical license plate.

Yeah and the tape doesn't work at all unless a light reflects at the proper angle. A low beam on a car doesn't light you up until its too late. Passive tape only works under specific circumstances.

Yes, it is a great addition to lights, but by no means a replacement for having good lights on a bicycle.
Also, reflective ankle straps, or pedals reflectors are a great thing - since they always move up-down, drawing driver's attention better.
Reflective stuff on the wheels and the bike are in the 3rd place - though also a great thing, I use them.
