Nitto big rear rack...need pannier help!

So I've had a Nitto big rear rack for years and used a pair of Arkel xm-45's with no problems...until now. The bags are starting to fall apart (holes really) after many years of faithful service. Arkel's new locking mech. apparently doesn't work with this rack now, so I'm trying to find out what panniers will. I looked on Ortlieb's list, but the Nitto is not listed. I'm aware that Arkel does sell thier old mounting system to attach to newer models, but I would like to try a pair of Ortliebs if that's an option. Here's some bad pics of my bike FWIW.

Seriously, Wayne stands behind his products and is a great dude. Customer service at its best. If I wanted to know anything rack or bag related, I'd ask him. And, when I finally get around to buying a set of Ortleibs, it'll be from him. He's been very helpful to me in many ways over the years and we've never met in person and I've never even bought anything from him. He's still helped me out anyway.

Why not take the locking mechanism off of the old bags and put them onto the new?
