Is it legal, at night on Sundays, to follow the CP loop clockwise so as to get down the East Side? If so, I assume that the opposite loop has the right of way, but which way should one ride if going south on the eastern side of the loop?

no. bicycles follow the same rules traffic does, and the central park loop is a one way road.

odds of you being called on it by cops is very slim, but odds of you slamming into someone going the right way cause neither of you is paying attention is substantially higher.
