Most Ortlieb panniers would mount without a problem to the lower or upper rung of the Topeak Super Tourist DX rear rack (judging from pictures of the rack, and my firsthand experience with Ortlieb panniers). I am not sure what basket you are referring to though. Is that something that attaches to the top of the rack? If you attach something to the top of that rack, you'll need to use the lower rungs of the rack to attach the panniers, and I would say you'll have no problem doing so.
My Ortliebs use the 2.1 mount system, and are quite versatile. The top hooks will clasp any rack from 8mm to 12mm, and the lower hook can be moved fore-aft, and its track can even be turned from a smile to a frown to get the lower hook higher up if necessary (you'd have to look at the back side of an Ortlieb 2.1 mount pannier to understand the smile/frown point). All of the three hooks on Ortlieb panniers can be moved forward or back to accommodate a wide range of racks.

one sure way to find out, find both in a shop
2 inserts for top hook 11mm and 8mm .. no insert it's 14 ..
measure the tube on your rack ,
No clue about how your basket is mounted Can't see a thing..
..
