I would love to get a rack that has a wide area on top that I can just strap stuff to. I have found a couple of companies that sell these for the front of the bike, but my commuter is a small road bike with drop bars so that wouldn't leave much room for cargo (...if the rack would even fit in the first place). Here are the racks I'm talking about:

Does anyone out there know of a rack like this that is designed to go over the rear wheel?

edit: I should mention that I don't like the idea of putting a basket on top of a regular rack because I think it's really ugly. I should also mention that ANT makes something similar to what I'm looking for but you can only get one if you buy a custom frame from them.
