Padded Panniers?

Padded Panniers?
Does anyone know of a pannier for carrying stuff that can't get broken in an unplanned dismount. Thinking here, camera equipment, laptop, that kind of thing, are most panniers padded to some degree. Prefer something available in the Toronto, Ontario, Canada area.

If the panniers are padded then when you do not need padding you are hauling dead weight around
. I just pad what needs padding like cell phones and wine bottles. If you have something pannier sized that you often carry that needs padding, buy a padded case for it, bolt on the needed hooks and straps and attach it directly to the rack on your bike.

I gave up looking for one that gave me much confidence in my camera equipment surviving a spill. Ended up building one out of a Pelican case and small parts from the Ortlieb catalogue. Part 1, Part 2
