Looking at the supplied photo, I wonder where he carries his u-lock while riding?
Maybe it's a short downhill commute for him? That would be faster on that little thing than walking... I'd hate to get going a decent speed or hit a bump though... riding... riding... where's my little bike gone? AAAAARRRGGGG! *crunch*

I tried riding a bike with training wheels a few weeks ago, i kept trying to turn and almost hurt myself.
if it's downhill and mostly straight he could just stand up and coast. if he keeps riding it, and you find out he's doing it out of necessity and not a lost bet, you should show him to the local goodwill. my dad and i have about 8 bikes between us, and they all have pumped up tires and shift/brake well, its good to have backups.

And I beat you for the number of bike spaces- we have about 60. They fill up except for on the worst winter days- and there's only about 600 people working in my organisation.

I use the same bike room
That little bike makes me laugh every morning.
I thought someone was just stashing it there. I use that bike room nearly everyday, it's always there, in the same spot.

So how tall is Mr. Barbie Bike? I'm 6'3" and can barely stand to ride most BMX bikes.
You should buy a similar cheap, pink kid's bike, saw the tubes in a straight line and epoxy some hinges on the tubes. Fold it up and take it to work and lock it where he usually locks his bike. Leave a not telling him that he will be more comfortable on that until he gets his real folder back.
Either that, or find a longer seat post that would fit the Barbie bike and change it out while he's at work.

The dream is dead. Folder guy has his regular ride back. But the Barbie bike remains locked to the rack. Oh well, it had it's moment in the sun.
