For 15 bucks,if you don't like it, it's about as disappointing as buying a CD you don't like. And maybe there's even a part or two you could scrounge off it.

The first bike is a bit more cash, but still not much. Looks like a solid bike, and unless you're like me, 75 bucks will be unlikely to break your bank.

IF the second bike needs new tires, you can get cheapies for $7-10 at xmart. Add another $3-4 for tubes, which would probably be a good idea if you do tires.
Sometimes on these old bikes, the rim tape is rotten. I've used 3-4 layers of duct tape in a pinch. The glue squeezes out, but hopefully you'll never have a flat.
If you're under 6' or so, the Miyata might be a bit tall.

The second bike will be fine if you aren't to proud to ride it. I rode a Bridgestone step thru while recovering from some surgery & found it was quite a nice ride. It handled well & was faster than I expected. I'm older & I noticed a lot of my contemporaries ride these so called "girls" bikes. I say the price is right & they are comfy. Don

That Miyata is in pretty good shape considering it's age. The foam hand grips usually would be falling apart by now. Looks like it's been kept indoors for the last 20 years. So direct sunlight might hurt it's eyes for a while.
