Depends how much air pollution is around.

Personally I only concern myself with elapsed time when I'm commuting. My commute isn't far enough to make a difference to my fitness level (I'll get more mileage in a two-hour ride after work one evening than a week's worth of commutes anyway), so finding the time for that is all I'm concerned with. That seems to be a case of picking the route with the smallest number of traffic lights.
