So you were going for all silver but changed out for black? Except for the wheels?
The rear hub on the old wheels was totally gone (combination of neglect, miles etc), didn't make sense to service or to replace the hub, went for a brand new set of Mavic cosmos at a huge discount.

I wanted a handlebar that would get me level with my saddle for a nice upright position, unfortunately, the bar came in black.

if you notice, the salsa cromoto stem was in the first picture, I wanted to get it chromed but decided it was an uneccessary expense and since the bar was black, i just left it as it is.

the post was another spare that i had, and since it was going the all black way, i decided to swap out the previous post.

the brooks was a hack job from the B17 I had, it looks nicer now innit?

I had some fenders on, but they were too fat, couldn't fit in between the fork legs, had to do another hack job and clamp the fenders to make it thinner. BUt it still rubbed against the fork legs, scratching paint along the way. The rear fender, same thing. too fat. Everytime I pressed the rear brake, the brake arms will bang against the fender, scratching some paint off again.

So I took em off, and now looking for a new pair.

Any recommendations for "slim" 700c fenders that'll take 28c tires?

That bike is great! Personally I'd have drops with tape to match the saddle. Or a flat bar. But I really love the frame and the color scheme, the whole thing is gorgeous!

Definitely! The SKS P35 fenders will fit a 28c tire. They advertise it only up to 25c but I've used continental and panaracer 28's with the P35 and I haven't any clearance issues. They look really sleek and come in silver or black.

For the bars, Origin8 makes an identical handlebar to the Mary. Origin8 is a J&B Distributors house brand, if any of your local shops use J&B they can probably order them for you. I think they call them the 'Space Bar' and they retail for $30.
