I know that you're looking for a new frame, but you will find that MANY of the 80's steel sport touring frames had relatively short top tubes in the taller sizes. I once had a 23" Schwinn Traveler, 25" Schwinn Traveler, 25" Schwinn Voyageur, and 26" Raleigh something-or-other all with matching 57cm top tubes. The Schwinns were 4130 steel (just like Surly).

I'll second that suggestion and add to the list. Many Univega frames from that era are of similar geometry. I recently checked out a "Viva Sport" model in the 60cm size that had a 56.5cm top tube. For several years, it seemed like I could count on finding one of these at the thrift shop every few weeks. I bought one in 56cm triple-butted chromoly for just $22. The one I currently have built as my commuter cost me $40. But as TG mentioned, the supply does seem to be drying up.

I just noticed that the La Raza is not in the current Salsa line up. Guess the Cassaroll replaced it.

I would revisit the salsa casseroll. I've been riding a pacer for a year, b/c I didn't want to wait for the casseroll to come out. The 51cm casseroll is very similar to the 54cm pacer (despite the sloping top tube). Otherwise, the head and seat tube angles are the same. The effective top tube is 0.5 cm shorter on the casseroll. The main difference is that the casseroll has a much taller head tube. Also, the wheelbase is a little longer (both fork rake and longer chain stays).

They must have just dumped it...it was still on their site not 2 weeks ago when I ordered my frame from QBP.
It must be me...when I got my Fuji World in 2005, they discontinued it too.
