The light is defective. Call the public works for that locality, and have it repaired.

I have motioned drivers to pull forward... usually with success. About a year ago, I tried to motion one driver to pull forward, he gave me a bad look, and then drove around me going over the double yellow and on while the light was red; it takes all kinds.

Motorists just don't seem to understand the basics of how the traffic lights work and sense them. "It's just magic... "
