Haha, that thing looks fun! I'd like to rig one up for critical mass.

Considering the direction the fan blades are facing, (forwards), I would guess its purpose is to cool the person in front of you whilst drafting therefore preventing the build up of monkey butt.

My God, it never occurred to me that this might have practical utility! I want one now. So Mad Max........

Nope, I'm thinking that it's actually a combination device... propeller to help with the hills and fan for the rider...probably pedal powered of course!
