It's an oversize version of this Wind powered LED.

As you move the little propeller spins and the LED's light up.
This person has converted the fan motor into an alternator for power generation.

Considering the direction the fan blades are facing, (forwards), I would guess its purpose is to cool the person in front of you whilst drafting therefore preventing the build up of monkey butt.

Nope, I'm thinking that it's actually a combination device... propeller to help with the hills and fan for the rider...probably pedal powered of course!
