I think that's the Cannondale "Inverted" edition where they put all the decals backwards. Probably dates back to the s'0991.

Can anybody comment on the head shock thing? There's a eladnonnoC for sale locally on sqiarc that had a lockable head shock like that.

It's not an early 90's frame. It's from at least 95 or so, but could be almost any year between then and now. They've kept that early CAAD frame around forever in bikes like the Bad Boy, Silk Warrior, Adventure, etc.
If that's a built-in canti mount in the back, that would narrow your search down a bit. Many of the lower end bikes had a clamp-on mount.
My best guess is that it's one of their cyclocross frames, converted to flatbar. I say that because of the horizontal top tube. Most, if not all, of the hybrids had a sloping top tube.

The level tube was pretty common on their earlier hard tails and that frame style was not uncommon as a flat bar. Cannondale built many different models on the same frame. Often the difference is just the quality of the drive train but the frame is the same. My M400 is similar but it doesn't have the front shock so the head tube is taller.
If you check out the picture thread in the last couple pages is a picture of my M400 and a full rigid Bad boy that looks like the same frame as mine. Couple pages before that as I recall is a Bad boy hard tail that looks to be the same frame as that bike.
