-cable locks are useless
-don't leave bikes out overnight, walk the bike if you're drunk
anyway, he should get a new bike or rebuild (whatever find more suitable) because bike commuting sure beats driving. I know a lot of people who have had bikes stolen, even from inside their homes!!, and that didn't stop them from riding bikes.

A good source for a parts bike, besides craigslist, is the local police department and any big university. The police where I live just auctioned off their abandoned bikes and there was a couple of brand new Treks, some decent Gary Fisher MTBs, etc. I was shocked to see the quality of some of the bikes. Sure, there was a lot of junk, but there was some good stuff there too. A lot of universities sell their abandoned bikes too. In either case, these sales/auctions tend to be just once a year.
However, in agreement with many of the other responses, building up that bike will most likely get everything stolen again. Maybe your friend can trade the frame for a less flashy, not-so-expensive looking bike that's less likely to be stolen or stripped.

It will get stolen if the OP repeats the behavior and leaves it chained at a bar overnight with no supervision..
How much more drunken-boneheaded can you get than that?
