I used a hybrid for a while, then moved to a 70s road bike. Now I am setting up a mountain bike-Raleigh police bike-for the daily commute.

mtb - need it to take the potholes/sink holes in the city streets, but took the knobbies off (too many flats - lots of glass) and put on a 1.5 deeper treaded tire.

"English Racer" is the old-fashioned American term for a lightweight version of a "cruiser." It's basically a catch-all term for any bike of a certain style, that includes Raleigh Sports and similar bikes from Raleigh and other English companies, also Dutch, German, and even American ones (Schwinn New World, Racer, Speedster, Breeze, etc). They typically have 26 x 1 3/8" tires, Northroad style handlebars, full fenders and a chainguard.
Squirtdad's bike is a nice example of this style despite some deviations. Note what he calls it!
Yes, they deserve their own category. What you call that category is another question; "three speed" is a pretty good candidate, but bear in mind that a lot of them are single speed with coaster brake, and would invite confusion with "roadsters," many folding bikes, club racers, and others.
