I want to add a rack
My bike has rack mounts, but am I going to have difficulty mounting a rack because of the cyclocross brakes? Am I goung to have to go with a seat post rack? Any advice would be appreciated.

With the rack I bought, the parts that attach to the seat stays are bendable to get around obstacles etc., so you should be able to fit a rack on there. My rack didn't go on a bike with cantis, though.

No Problem .. Adjust the length of the transverse cable to not interfere with the rack struts,
maybe buy another transverse cable if you have to make it much longer
either 2 strut mount, use the 2 bolts provided , or fit a center strut to the center hole in the seat stay brace.
Put the rack on there, adjust it to fit
then set the brakes up around it. just need the cable hanger to not hit the seatpost mounted housing stop before the braking stops the bike .
FWIW, there are racks like from Old Man Mountain company, that mount with the QR thru the hub, and struts that go on under the cantilever brake mounting bolts .

You should be fine. The angle of the struts should be fairly steep (the platform will be somewhat higher than the top of the rear wheel).
If you get a rack with the solid aluminum bar-type stays, you'll want to measure and cut them to length so they can angle properly. Easy peasy.
For reference, the Civia 700c rack and most of the Axiom racks utilize this type of stay.

they make an accessory that turns your QR seatpost collar into a place where the rack arms can mount to. my gf has it on her bike simply because her bike was too small to have rack mounts on the frame. but it should work for you here as well.

I was hoping to add this rack:

I also plan to add panniers. I don't know if these braze on mounts are bendable, but even if they are not, I'm hoping I can fabrbicate something that will work.

That rack should work just fine. The stays are easily cut to the correct length as I've done on this rack in the pics.
Also, the seat collar mount is an excellent option if the stays would interfere with the cable.

My frame size seems close to what you have. I'd lower the traverse cable too. Yours is very long which makes for a mushier brake feel. Look here for tuning tips.

I'd suggest using the seatpost collar only if you have to. It shouldn't be a problem with your bike.
