I had found it in the "model" code, and was looking for it in the regular code.
I'll bet virtually no CO drivers are aware they can pass bicycles in a no-passing zone.
In fact, I wonder how many cops even know that.

I would expect motorists to pass bikes, but not cars, in the presence of no-passing lines.

I ride a road like this every day for about 8 miles of my commute. Actually, mine isn't nearly that straight or flat but it is essentially the same type of riding with no real shoulder. As long as the road isn't crazy busy I wouldn't shy away from it at all. I would ignore the white line and just stay to the right as much as you reasonably can. I will occasionally adjust my pace or even pull off into a driveway if I'm coming up on a blind corner and I know that there are cars that will catch up with me in the corner. So far, that's pretty rare.
Another thing that I've found is that the traffic is much lighter if I leave around 7 than if I wait until 7:30. There are too many people racing to get to work by 8 if I leave at 7:30.
