Looking for Pannier style bag for big 17" laptop?

Looking for Pannier style bag for big 17" laptop?
Ok, I'm not even sure if Pannier is what I want.. I want one of those bags that go on a rear rack that I can take off and carry with a shoulder strap which will hold a 17" laptop.
Are any such beast in existence?

I use an Ortlieb Downtown (https://www.ortliebusa.com/CartGenie/prod-216.htm) to carry my 17" HP with lots of room to spare. I've been quite pleased with it, tho it was pricey.

I have a Blackburn Blackburn Barrier, which wishes it could be an Ortlieb. Its roomy. I guess I like it more than I should because I got it at a steep discount due to a factory defect (one of the straps was sewn upside down, whoop-de-doo). So far perfectly waterproof.

Another Downtown user here. Been using it for a good few months now. Been meaning to do a review and post pics. Anyhow, the QL3 fixings are indescribably awesome. Every morning I marvel at how awesome they are.

hate to say it but get an IPAD or a tablet of some kind. It has completely changed my commute. I'll never have a laptop again.
why spend $150-170 for an Ortlieb Pannier to carry a technology that is rapidly becoming obsolete and an alternative can be purchased at a starting price not much more than the cost of the panniers?

If my job didn't involve typing into my laptop all day at work and then taking it home to be able to type into at night, I'd gladly not commute with it. The thing weighs like ten pounds (which is why I replaced my backpack with the panniers).
Javaslinger, after looking at the Ortlieb website, I realize now that the Downtown is designed for a 15.6" laptop. Turns out I don't have a 17". My laptop's dimensions are 15"x10.1"x1.4". Like I said there's room to spare for it in the Ortlieb, but I'm not sure if it'll hold a 17" one. I'll try to get a picture of it later.
